Who would have confidence in a Pre-Inquiry inspector whose only criterion, it seems, is to get the procedure over as quickly as possible?

It may be inconvenient for him to have to sit through all the evidence presented by various parties but if his only aim is to get the hearing over and done with at the earliest possible opportunity, he is obviously not going to give the participants as long as they need to present their cases and thus he is stifling proper debate.

Surely the purpose of the hearing is not for the inspector to get on with the other things in his life he has to do but to give everyone a fair crack of the whip.

This comment is preposterous and Mr Phillipson should be dismissed immediately.
