Councillors approve amendment to Uttlesford local plan

Councillors have approved an amendment to the local plan relating to the proposed cross-boundary West of Braintree Garden Community.
The changes were approved by councillors at Uttlesford District Council (UDC) yesterday.
A planning inspector has asked for further evidence to support the North Essex proposals which will need resolving before the West of Braintree Garden Community goes ahead.
The amendments to the Uttlesford local plan make it clear that the Uttlesford land allocated in the plan will only be developed if the Braintree land is included, and only as part of a scheme in accordance with garden community principles.
Piecemeal or independent development of the land within Uttlesford is not acceptable. They also make clear that, when the issues with West of Braintree are resolved, the council’s intention is to push ahead with the proposed garden community.
The district council says it has been necessary to make the changes to ensure the plan meets technical and legal planning tests.
Members of the public will be able to make representations on the changes between 9am on October 16 and 5pm on November 27.
Following this period the plan will be submitted, along with the representations, to the government for independent examination.
The council will only be accepting comments that arise from new information contained in the document, or newly published elements of the evidence base.

Copies have also been distributed to town and parish councils.

Uttlesford District Council says it remains on course to formally submit the local plan this winter to the secretary of state for independent examination.
It is anticipated the hearing sessions for the examination of the plan by a planning inspector will commence in early 2019.
